まず、混雑しているサーバを利用しないように/etc/apt/sources.listを書き換えたほうがいいかもしれません。端末で
sudo gedit /etc/apt/sources.list
を実行し、jp.archive.ubuntu.comの部分をarchive.ubuntu.comに書き換えてください。geditを保存して終了したあと、その端末で
sudo apt-get update
sudo apt-get upgrade
を実行してください。それでもうまくいかない場合は、上記のコマンドを実行したときに表示される結果を、ここに貼り付けて見てください。

今日、アドバイスを実行してみました。
しかしながら、実行後、「アップデート・マネージャ」を起動しましたが、
やはりうまくいきません。

念のため、アップデート・マネージャーを走らせてみましたが、
やはりうまく終了しませんでした。（これまでと同じ終わり方でした。）

/etc/apt/sources.listは、kiyoshiさんのアドバイスを参考に編集してください。ただし、「jp.archive.ubuntu.com」の部分は「archive.ubuntu.com」にしておいたほうがいいでしょう（"jp."を削除）。

その後、端末で
sudo apt-get update
sudo apt-get dist-upgrade
を実行します。これで、保留パッケージもすべてアップグレードされるはずです。

ここまですべてうまくいって、かつ、Japanese Teamが提供するパッケージを利用したいなら、方法２・Japanese Teamのパッケージレポジトリを追加するを参考に、Japanese Teamのレポジトリを追加してください。
