USB無線LAN2本つなぐと1本でwpa_supplicantエラー

どなたか、お助けいただけますでしょうか。
USB無線LANをPCに2本つなぎ、それぞれ外部のネットワークに接続し、
片側が切断した際ももう片側で通信できるようなルータを作成したいと考えてます。

wpa_supplicantを利用し外部ネットワークのDHCPよりIPアドレスを取得する際、
無線LAN1本ずつだと、どちらの無線LANデバイスでもIPアドレスを取得できますが、
2本同時接続の場合、片側しかIPアドレスの取得ができません。

何が原因なのかご教示いただけないでしょうか。

OS:5.4.0-59-generic
CPU:Intel(R) Celeron(R) CPU  N2930
USB無線LAN:Realtek RTL8812BUチップを搭載したデバイス2つ
ドライバ:https://github.com/morrownr/88x2bu.gitを利用
