久しぶりに投稿させていただきます。

「Bluetoothがオンにできない」
というのがもっともな問題です。

コマンド：lspci
を実行した結果は

となっておりましてこれの中の
「01:00.1 Bluetooth: Ralink corp. RT3290 Bluetooth」
がBluetoothアダプターに当たるのではないかと考えています。

このアダプターをオンにする方法がありましたらぜひとも教えていただきたいです。

ハードに関しては以下の要件です

PC：HP-Pavilion(ノートPC)
メモリ：7.7 GiB
プロセッサ：Intel® Core™ i5-4200M CPU @ 2.50GHz × 4
グラフィック：Gallium 0.4 on llvmpipe (LLVM 3.3, 256 bits)
OS種類：64 ビット
ディスク：729.9 GB

使用しているubuntuのバージョンが解りませんが、RT3290にはバグ報告があります。

RT3290によるwifi(wireless network)は動いていた様ですが、再び動かなくなっている模様。

まもなくリリース予定のubuntu 14.04でも動かない報告がされています。
以下のバグでは応急処置として、dkmsツリーに修正ファイルをコピーして動いている模様。

バグのステータスが"In Progress"となっているので、作業されているかもしれません。

RT3290によるbluetoothは動作していない感じです。

但し、ubuntu 13.04(raring)のみPPAで公開されている方がいて、それで13.04では動いていた模様。
コメントにはubuntu 13.10で動いているよとdkms版のソースを添付している方もいます。
リリース予定のubuntu 14.04ではwifiは動くがbluetoothは動かない報告がされています。(wifiのバグと矛盾しますが・・・)

各バグのコメントをよく読み、理解できないならば正式に修正されるのを待った方が良いと思います。
