題名通りwgetができません。
proxy環境下なのでproxy関係だと思って設定してみましたが

行ったことは
１.「ネットワークのプロキシ」の確認と再度実行
2.端末上で「export http_porxy=～」
3./etc/wgetrcの書き換え、再起動
4./etc/wgetrcを元に戻す
5.homeに.wgetrcを作成、記述
6.exportの確認
です。
http://を外したりしてみましたが同じでした。

OSはubuntu10.04ですが9.10も同様に実行できません。8.04は出来ていました。すべて新規インストールでの導入です。
よろしくお願いします。

wgetを-d(debug)オプション付きで実行してみると、もう少し詳しい情報が出力されたりしないでしょうか。
また、他のサイトで試してみてproxy以外の問題が無いか(サーバ側でなにかやっていないか)を確認してみるのも良いかと思います。

学内専用の鯖のpdfは一部落とせました。（その他は403forbbinとなってしまいます。）
wgetのGUI版であるgwgetではすべて問題なくダウンロードできています。403になってしまうpdfも上記のiso、debも全く問題ありません。
どうもプロキシの設定が全く、あるいは一部しか適応されていないような気がします。
うろ覚えなのですがwgetとfirefoxが関連があると言うのをきいたことがあったのでfirefoxのプロキシ設定をしてみましたがダメでした。

wgetとfirefoxの関連というのは初耳で、あまり関係があるようには思えませんが。。
試しにwget実行時に、--timeout=100とか極端に長いタイムアウトを指定してみるといかがでしょうか。
# デバッグモードでタイムアウトしているようなので。

「0 received, 100% packet loss」なので、１回も帰ってきていないのではないかと思います。
※pingは、proxyに相当する方法があるかはわかりません。今までの話からすると、pingは通らないのが正常な気がします。

なにか、いろんなサイトごとに現象が違うようなので、そのままつながった/つながらないという結果だけ見て比較してどうの　というのが難しそうですね。
# www.yahoo.co.jpは、そのサイトそのもの、ftp.kddilabs.jpは、302 movedの先で失敗してますし。異なる複数の原因があるとしたら、一緒くたにしたまま考えてゆくと混乱するかも。

アドバイスありがとうございます。
pingではyahooはつながらないのですがFirefoxでは普通に閲覧できます。子の書き込みも問題のubuntuから行っています。
とりあえず閲覧はできるのでpingの話はとりあえず置いておこうと思います。

いろいろ実験するために他のPCに仮想（VirtualBox）やデュアルブートでUbuntu10.04を導入しましたが同じ状況でwgetができずダウンロード系のsh（リポジトリの登録など）が動かないので非常にめんどくさいです。
GUI系のアプリは問題なく繋がるのにCUIが設定してもできないのは不思議のものです。。。

特にwgetrcを設定せずともダウンロードできました。
8.04はwget→proxy→ubuntu（kddi）と成っていますが10.04の方はproxyを経由せずに接続しようとしているように見えます

ちょっと仮想環境で試してみたのですが、http_proxyの設定だけでkddilabsからはwgetでダウンロードできました。
なにが違うのでしょうね。
--no-dns-cache
とかつけてもダメでしょうか。

あとで調べたいと思っていたのですが、wgetと302 foundでぐぐるとかなり古い情報ですが、サーバによっては不具合がでるとかなんとかいう話もあったようです。
が、8.04で問題無しならちょっと違う気もしますね。。

--no-dns-cacheを付けてみましたがやはり「ftp.kddilabs.jp をDNSに問いあわせています～」になってしまい接続できません
環境は今回は同じくVirtualBoxでホストはvista_homeです。HDDやUSBメモリにインストールした環境もありますが全部同じ状態です。
改めてそれぞれのUbuntuでexportを実行してみると

10.04の方をすべてのプロトコルで～のチェックを外してもなぜか8.04とは同じにはなりませんでした。
ますますわけがわからないｂ・・・

海外のフォーラムも見ているのですがsudoつけてexportやれとかLANのドライバをいれるなどしか書いて無いですねえ
ググッてみてもwget’だけ’が出来ないという事象は今のところ見当たりませんでした。

もう消してしまったので分からないのですが9.10でもmedibuntuのコマンドのwgetのところだけが通らず、firefoxを使ってファイルをおとして何とかリポジトリを追加していました。
もしかして9.10以来のバグなんでしょうか？？
9.04も導入していましたがwgetのことは憶えていないのでわかりません。

横から失礼いたします。
まったく同じOS環境で同様の現象が発生しました。
不思議と$sudo su - でrootユーザーになった後か、$sudo wget で実行すると/etc/wgetrcを見に行っているようで正常にwget出来ることを確認しました。
原因は不明ですがやはり一般ユーザーだとproxyを見ずに直接取得しているようです。
以上ご報告まで。

ネットワーク接続にはNetworkManagerを使っているのではないかと思いますが、これのIPv6設定を「無視」に変えたみたりすると状況変わりますでしょうか。

申し訳ありません。可能になりました。
確認したところ、IPV6の接続は無視になっていたのですが、VirtualBOXのバージョンを最新にしたところ、可能になりました。

やってみたこととしては ver3.1.6を3.2にアップデート3.1.6で作成したイメージを3.2.6で起動。
これだけでログインユーザーからのwget with proxyが正常に動作するようになりました。

sudoを付けるとダウンロードできました！！
becurtさんの言うとおりsudoを付けるとproxyの設定を見に行っているようですね。
virtualboxのほうはあとで試してみようとおもいます。

しかし相変わらずHDDに普通にインストールしたubuntuはsudo付ける以外に解決方法が無いです。
設定をhomeにcpしてみましたがやはり変わらず。

まずはHDDに直にインストールした方ですが

$ find ~/ -user root
/home/xxx/.wgetrc

これは前回返信したときに

$ sudo cp /etc/wgetrc '/home/cft/.wgetrc'

で新たに作ったもので元々はここには.wgetrcはありませんでした。

virtualboxの方もアップデートを試してみましたが状況は変わらずです。
find ~/ -user rootではvirtualboxのホストOS間との共有フォルダの中身がリストされました。

とりあえず不自然な状態なので、
$ sudo chown username:groupname ~/.wgetrc
しておいていただいた方がよいかと思います。

sudoで実行してもuser権限で実行しても基本的には変わらないはずなのですが妙ですね。

帰省ついでにubuntuのHDDをもって帰って自宅のPCに接続、proxyの設定(ネットワークのプロキシのみ変更)を行ったところ、なぜかwgetのプロキシが有効になりました。
.wgetrcの値を変更することでproxyの解除ができました。

VirtualBoxのバージョンの変更やPCの構成の変化でということから推測するに、環境の変化を与えないとうまく切り替わらないことがあるということのようです。
